The EU is prepared to deploy its most powerful trade measures and may impose levies on U.S. digital companies if negotiations with U.S. President Donald Trump fail, EU President Ursula von der Leyen told the Financial Times on Thursday.

Novo Nordisk and Sanofi were among the companies threatening to hasten their exits to the U.S., as Trump promised pharma tariffs were coming “shortly.”

Since Trump’s decision to impose tariffs on European steel, aluminum, automobiles, and other goods, Brussels has sought a mutually beneficial resolution. But with no clear breakthrough, von der Leyen signaled that the EU is ready to escalate.
