The vote in the Senate was 62-38, with 37 Democrats opposing the bill along with Republican Sen. Rand Paul of Kentucky, who wanted the measure to codify Trump’s cuts to foreign aid.

Their support meant the bill was able to break the 60-vote threshold to avoid a filibuster, 62-38. The nine Democrats are a mix of moderates, close allies of Schumer, members who represent states with large populations of federal workers and senators on their way to retirement.
