Philadelphia Police and the City Wide Arson Task Force are seeking a man captured on surveillance footage taken just before the fire began.

On Thursday morning, two horses were killed in a fire that tore through an unregistered pop-up stables along the 5800 block of Lindbergh Avenue in Southwest Philly, an official said.
